Here is what the UI looks like in Ableton Live 9 when it comes to the VST plugins and Drum FX plugins. It looks like there are two major tabs "Plugins" and "Presets". From there, it looks like there is a sub-tab named "Audio" that has individual plugins that are assigned to it. This is what I would expect.
There is also an "Audio Utility" tab that looks like it is a VST plugin manager.
If you want to go to the settings, from the main menu in Ableton Live, you can go to either File -> Audio Utility, or the drop down that says Plugins -> Audio Utility.
If you want to go to the settings via the Ableton Live UI, you can go to the tab that says:
Presets -> Effects -> Audio
It would be under the tab for each plugin.
If the plugin isn't assigning a preset to the effect, you can manually assign a preset by going to:
Presets -> Effect -> Effect Presets
There should be a list of presets. Click on the one that you want to assign to the effect.
