30. Even as the quality of available water is constantly diminishing, in some places there is a growing tendency, despite its scarcity, to privatize this resource, turning it into a commodity subject to the laws of the market. Yet access to safe drinkable water is a basic and universal human right, since it is essential to human survival and, as such, is a condition for the exercise of other human rights. Our world has a grave social debt towards the poor who lack access to drinking water, because they are denied the right to a life consistent with their inalienable dignity. This debt can be paid partly by an increase in funding to provide clean water and sanitary services among the poor. But water continues to be wasted, not only in the developed world but also in developing countries which possess it in abundance. This shows that the problem of water is partly an educational and cultural issue, since there is little awareness of the seriousness of such behaviour within a context of great inequality.
75. A spirituality which forgets God as all-powerful and Creator is not acceptable. That is how we end up worshipping earthly powers, or ourselves usurping the place of God, even to the point of claiming an unlimited right to trample his creation underfoot. The best way to restore men and women to their rightful place, putting an end to their claim to absolute dominion over the earth, is to speak once more of the figure of a Father who creates and who alone owns the world. Otherwise, human beings will always try to impose their own laws and interests on reality.

A law may also be referred to as an act (such as the Fair Credit Reporting Act) or as a statute. An important note to remember is that laws get amended over the years, which means that the language of a law can be changed, added to, or deleted. If you want to read a law that is currently in force--that is, the amended version of the law--you will want to look at the United States Code.
Congress.gov provides the full text of laws from the 103rd Congress (1993-1994) to the current Congress and summaries from the 93rd congress to the current congress. For laws from the 103rd Congress (1993-1994) to the present Congress, there is a link to the Public Law via the GPO govinfo site.
At the end of each session of Congress, public laws are published in annual volumes called the United States Statutes at Large, which are published by the Government Publishing Office. A more timely resource for finding the text of laws as originally passed by Congress is U.S. Code Congressional and Administrative News (U.S.C.C.A.N.), which is a commercial publication. Like the Statutes at Large, U.S.C.C.A.N. may be available at large public libraries or federal depository libraries.
Public laws may be available in large library systems or college libraries, frequently as a part of their participation in the Federal Depository Library Program (FDLP). Over 1,100 libraries participate in the FDLP, collecting and/or providing public access to government documents. A list of depository libraries is available on GPO's website. Since most depository libraries are within a university or state library, calling ahead to ask about hours is advised.
The report documents that many of the means and methods of warfare have been in breach of international humanitarian law (IHL) rules governing the conduct of hostilities. In particular, the principles of distinction, proportionality and precaution, which are aimed at avoiding, or at the very least, minimizing civilian casualties and damage to civilian objects, were not respected in numerous instances by Russian armed forces; and on a lower scale by Ukrainian armed forces.
The report documents unlawful killings, including summary executions of civilians that occurred in more than 30 settlements in Kyiv, Chernihiv, Kharkiv and Sumy regions that were committed by Russian armed forces while they controlled these areas in late February and March. As of 15 May, HRMMU had received information about more than 300 such killings. This figure may increase as new evidence becomes available. In Bucha alone, HRMMU documented that at least 50 civilians were killed by Russian armed forces while it was under their control. Cases of torture and ill-treatment of civilians are also highlighted in the report.
The report documents violations of IHL and international human rights law, to varying degrees, by both parties in relation to their treatment of prisoners of war and persons hors de combat, namely cases of extrajudicial execution, torture and ill-treatment, denial of medical assistance, exposure to public curiosity, and violations in relation to the conditions of their internment. While HRMMU enjoys unimpeded access to places of internment of prisoners of war in territory controlled by the Government of Ukraine, the report calls for unimpeded confidential access for OHCHR and other independent international monitors to be granted by all parties to the conflict, in particular Russian armed forces and affiliated armed groups.
The report also documents 248 cases of arbitrary detention of representatives of local authorities, journalists, civil society activists and other civilians, many of which may amount to enforced disappearance, attributed to Russian armed forces and affiliated armed groups. Among those cases, six victims, one woman and five men, were eventually found dead. It also documented 12 cases which may amount to enforced disappearance by Ukrainian law enforcement bodies, of people suspected of providing support to Russian armed forces and affiliated armed groups.

You represent and warrant that you and your financial institutions, or any party that owns or controls you or your financial institutions, are not subject to sanctions or otherwise designated on any list of prohibited or restricted parties, including but not limited to the lists maintained by the United Nations Security Council, the U.S. Government (e.g., the Specially Designated Nationals List and Foreign Sanctions Evaders List of the U.S. Department of Treasury, and the Entity List of the U.S. Department of Commerce), the European Union or its Member States, or other applicable government authority.
